Venezuela continues to face a complex humanitarian situation shaped by economic pressures, inflation, climate-related shocks and persistent gaps in essential services. Limited investment in social services and rising costs of basic goods continue to affect vulnerable populations, while access to health care, water, nutrition and protection services remain constrained. In 2025, reduced humanitarian funding further impacted operational capacity and reduced coverage across key sectors, including health.

In 2026, the humanitarian response will target 5.2 million people, prioritizing those facing the most severe intersectoral needs based on analysis of humanitarian severity, operational capacity and access constraints across municipalities. The Health Cluster response will ensure timely, safe, quality access to essential health services and strengthened system resilience. Priorities include emergency medical care; maternal, perinatal, and child health; sexual and reproductive health; mental health and psychosocial support; immunization; and communicable and noncommunicable disease management. The response will support medicines, supplies, health surveillance, and capacity-building, with particular focus on vulnerable populations and community participation.
