As Ukraine enters the fifth year of full-scale war, the humanitarian situation remains severe, driven by intensified attacks on civilians and critical infrastructure, widespread displacement, and disruptions to essential services. Frontline and border regions are particularly affected, with rising civilian casualties, damaged infrastructure, and growing barriers to accessing health care, food, water and social services. Vulnerable groups—including older people, persons with disabilities, and children—face compounded risks.

In 2026, the health Cluster response prioritizes life-saving health services in frontline and high-risk areas, including trauma care, emergency response, essential primary care, and mental health and psychosocial support. Efforts focus on maintaining continuity of care for chronic conditions, supporting referral pathways, and strengthening surge capacity during mass casualty incidents. Along displacement routes and in reception areas, the response ensures rapid stabilization and access to critical services, while reinforcing system functionality, supply chains, and service delivery to prevent further deterioration.
