What is CCPM?

Cluster Coordination Performance Monitoring (CCPM) is an IASC-mandated self-assessment of cluster performance against the six core cluster functions plus Accountability to Affected populations. It is a country-led process, supported by Global Clusters and OCHA.

Why conduct a CCPM?

  • Enable clusters to coordinate and fulfill the core cluster functions more efficiently and effectively
  • Raise awareness of supporting nicks from Humanitarian coordinator, Humanitarian country team, Cluster lead agencies cluster, and Global cluster’s partners

  • Opportunity self-reflection to identify which areas work well? And Which areas need improvement?
  • Shows the added value and justification of the Cost of coordination

Who implements/supports a CCPM?

The CCPM is a cluster responsibility. CCPM can be applied by both clusters and sectors and assists in taking stock of which coordination functions work well, and which areas need improvement.

GHC provides the clusters with practical orientation, survey system and technical support

When must the CCPM be implemented?

All activated clusters must implement and decide when to carry out the CCPM exercise

  • On new emergency onset 3 to 6 months
  • Protracted crises: Once every year
  • Confirmed weakening of core functions: More frequently

Usually, the CCPM is conducted in 4 to 8 weeks depending on the regularity of the HC meetings

The following stages take place during the CCPM

  • Stage 1. Planning: Agreement on implementation and timeframe (Output: Decision on implementation)
  • Stage 2. Survey: Country and Sub National level survey to coordinator and partners (Output: Preliminary reports)
  • Stage 3. Analysis and action plan: Final CCPM report and Action Plan, Actions for improvement, timeframe, and responsible for follow-up (Output: Final report and action plan)
  • Stage 4. Follow-up add monitoring: Take stock of progress at monthly cluster meetings and quarterly progress reporting to the HCT (Output: Quarterly report to the HCT

GHC Unit supports the CCPM by offering assistance, training slides, and a survey system. In 2021, GHCU implemented a survey system that can be used to collect anonymous feedback from all the cluster's partners and compile it into an automatically generated report.

GHC Support to Country Cluster Coordination Performance Monitoring

This is the process to start and conduct a CCPM

Stage 1: Planning

a) The HCC or HCIMO requests the support with an email to aguilarl@who.intfitzpatricke@who.int CC  healthcluster.im@who.int indicating:

  1. Cluster that will conduct the CCPM;
  2. Sub-clusters (Hubs) that will conduct subnational CCPM (if apply);
  3. Expected timeline (including expected starting date, and ending date);
  4. Focal point (or focal points) that will interact with GHCU in this regard (Usually the HCC and the HCIMO);
  5. If support on presenting the exercise in the HC meeting is needed.

b) The GHCU prepares the survey system and shares the link to the CCPM survey.

c) GHCU team and HC/HCIMO decide the timelines and activities.

d) During the HC meeting the CCPM is presented, and the survey link is officially opened.

Stage 2. Survey

e) During the agreed time, the partners and HCC fill out the survey

f) On a regular basis (weekly, bi-weekly) GHCU informs the HCC about the number of responses, upon request.

g) HCC/HCIMO informs GHCU of the date for the survey to be closed

h) GHCU closes the form

Stage 3. Analysis and action plan

i) GHCU produces and shares the automatic report with HC/HCIMO in an editable format.

j) During the CCPM/ HC Working plan workshop HC presents and discusses the results with the partners, and use them to orient the action points into the working plan.

Stage 4. Follow up add monitoring

k) On a regular basis HC prepares an advance report to be shared with HCT.
