Quality Toolkit

The Humanitarian Health Quality of Care Toolkit (HHQCT) is organized according to the SPHERE handbook: humanitarian charter and minimum standards in humanitarian response which provides guidance for all actors involved in planning, implementing and managing humanitarian projects in resource poor settings. The Toolkit addresses aspects of quality in each of these standards which make up the complete package of healthcare delivery.

The health care interventions and the toolkit are broken into the two following sectors:

Essential healthcare

  • Communicable diseases
  • Child health
  • Sexual and reproductive health
  • Injury and trauma care
  • Mental health
  • Non-communicable diseases
  • Palliative care

Health systems

  • Delivery of quality health service
  • A trained and motivated health care workforce
  • Appropriate supply, management, and use of medications, diagnostics materials, and technology
  • Appropriate financing of health care
  • Good health information and analy
