What is “Inter- Cluster / Sector Collaboration (ICSC)”?
Overview
This document is to be used as a guide to help cluster/ sector national coordination teams initiate, implement and monitor Inter-cluster/sector collaboration at the country level. The different steps follow the humanitarian program cycle to align intersectoral projects with others.
The updated version (September 2023) of this document includes, as an annex, the Guidance Note on Monitoring and Evaluation of Multi-Cluster / Sector Collaboration activities in Countries, which has been updated. This guidance note is an attempt to provide a list of indicators that can be used to monitor the level of progress (or lack thereof) of multi-sectoral interventions and clarify how they can be used. This process aims solely to measure the extent to which ICSC is being implemented, as well as its efficiency and effectiveness, and not to identify which services are being provided by each sector. The concerned clusters could use the monitoring exercise's findings to take the necessary steps to improve the joint response, should this be required.
As of April 2024, the document has been further updated with Annex 5, summarizing the discussion with country-level teams initiating/implementing inter-sectoral collaboration in their specific contexts. It highlights areas of priority, lessons learned, and recommendations for the way forward in implementing ICSC in countries.
