Strategic response planning helps the humanitarian community to identify and respond more effectively to the needs of the people affected by a crisis, focusing activities and resources to ensure that organizations are working towards common goals. The strategic response plan is jointly developed by sub-national, national and international stakeholders, including representatives of affected persons.
