Overview

The ‘Who does What, Where?’ (3W) matrix systematically maps Health Cluster partner activities across the crisis-affected population, thereby strengthening analysis of response gaps, planning and coordination of actors, including agencies new to the scene, who require guidance about where to position themselves geographically and what the service gaps are. The 4W matrix adds an additional time dimension to the matrix (Who does What, Where and When), to map when and for how long agencies are conducting their activities in the field.
