In recent years, humanitarian actors have sought to improve their joint planning and response to crises, to target and prioritize financial resources for populations and localities most in need of humanitarian assistance more effectively. To address this, a methodologically new approach has been developed - the Joint and Intersectoral Analysis Framework (JIAF).

Since 2020, the JIAF has been used by countries preparing humanitarian responses within the Humanitarian Programme Cycle to inform their country specific Humanitarian Needs Overview (HNOs). OCHA and the clusters lead the JIAF analysis in each crisis context to inform response plans, with local partners and populations playing a critical role in the process.
An external evaluation of the JIAF methodology (see infographic below) in 2021 identified key areas for improvement, prompting an interagency process to revise the methodology. The Global Health Cluster (GHC) team has been deeply involved in this effort, contributing technical expertise to the development of new guidance, including the calculation of People in Need (PiN) and severity. The revised methodology has undergone testing in simulations and workshops in Colombia, Egypt, Iraq, Niger, South Sudan and Somalia, with local health cluster teams providing feedback to improve the methodology based on operational realities.

The Health Cluster Information Management Team is providing support to each country cluster in implementing the updated JIAF methodology (JIAF 2.0). Once the methodology is endorsed by the JIAF Advisory Group and Steering Committee, several training sessions will be conducted to support the implementation of this strategy with ensuring transparency and interoperability of the health cluster methods and methodologies with other sectors.
